This Opportunity

WSP is currently initiating a search for a Full-Time Assistant Vice President, Dam Safety Engineer with Civil Engineering expertise and experience with Capital projects, specifically hydropower/dam projects, for our Portland, OR office.  The following locations will also be considered: Vancouver and Seattle, WA.  This person will lead Dam Safety, Part12 inspections, and similar hydropower project as part of our Power & Energy Team - a growing organization that meets our client's objectives and solves their challenges throughout the western United States.

This position directly advances local and regional responses to Climate Change by supporting the owners and operators of clean hydro power and other renewable energy resouces.  This role is exciting, responsive, and challenging as we help our clients respond to emergencies, make site improvements and perform vital safety inspections.  You will provide Civil Engineering and Dam Safety expertise on major Capital Projects, including the design, planning, and construction of energy facilities, specifically hydropower and other renewables; you will lead dam safety and FERC regulated inspections and reports; and you will ensures that responsibilities are delivered and adhered to with a level of quality that meets or exceeds acceptable industry standards for design, safety, and functionality. Your Impact

  • Lead a variety of dam safety efforts, including the planning and completion of inspections and investigations on hydropower structures and developments, determining the safety and efficacy of such facilities or structures, execute rehabilitation and reconstruction efforts, as well as new design and construction projects.
  • Communicate with clients and regulators, establish goals and objectives for project teams, and schedule and coordinate resources to deliver projects on time, within budget, and to the performance expectations of the client.
  • Develop quantity take-offs, engineering cost estimates for hydropower and other Energy projects.
  • Perform safety inspections and prepare reports in conformance with state or federal regulatory guidelines.
  • Review and supervise design calculations, modeling studies, drawings, reports, and project standards and specifications.
  • Assist in proposal development, manage, execute and provide technical support on a variety of water-related as well as interdisciplinary projects.
  • Perform field inspections with senior engineers, including routine safety inspections, construction quality assurance and construction progress documentation.
  • Apply regulatory knowledge with FERC, USACE, FEMA, USBR, and other local, state and federal agencies and regulators.
  • Promote Energy team capabilities by presenting and attending meeting and conferences.
  • Strong knowledge of relevant structural and civil construction laws, codes, regulations, compliance practices, and record-keeping requirements.
  • Highly proficient with making technical computations and calculations involving the application of engineering principles, understanding plans and specifications, and making factual comparisons to the appropriate regulations. 
  • Highly effective interpersonal and communication skills when interacting with others, expressing intricate ideas effectively and professionally to an engineering and non-engineering audience.
  • Strong self-leadership and interpersonal communication skills with the ability to interact with clients, regulators, project managers, and employees effectively, persuasively, and tactfully at all levels of the organization.
  • Works independently to provide guidance and leadership to mid-level to senior level team or project members, with strict adherence to QA/QC.
  • Experienced with providing critical review for documents and preparing technical deliverables and plans with a high degree of complexity.
  • Well-developed critical thinking and problem-solving skills required to apply technical knowledge to reach conclusions from testing results, data collation, computations, statistical analysis and arriving at the most effective, economical, and logical solution.
  • Demonstrated effectiveness at coordinating and assertively directing subcontractors and others to consistently complete tasks safely and efficiently.
  • Maintaining good working relationships with internal groups that support projects.
  • Mentor staff to support their growth and professional development.
  • Represent WSP at industry and regulatory events, conferences, and workshops.

Who You Are

Required Qualifications

  • Bachelor’s Degree in Structural or Civil Engineering, or closely related discipline.
  • 10+ years of relevant post education experience in hydro power engineering and design experience, including project leadership roles on dams, spillways, and powerhouses.
  • Engineer license required (Oregon, Washington, or California preferred).
  • Understanding of federal, state, and local environmental and historic preservation regulations, National Environmental Policy Act, Endangered Species Act, Clean Water Act, National Historic Preservation Act, and Army Corp of Engineers 404 permitting.
  • Experience with infrastructure planning, design, and construction management; including rehabilitation and new design.
  • Knowledge of relevant structural and civil construction laws, codes, regulations, compliance practices, and record-keeping requirements.
  • Capable interpersonal and communication skills when interacting with others, expressing ideas effectively and professionally to an engineering and non-engineering audience.
  • Effective self-leadership with attention to detail, results orientation, and managing multiple priorities in a dynamic work environment.
  • Proficiency with technical writing, office automation, discipline-specific design software (i.e., MicroStation, AutoCAD, Civil 3D, ArcGIS, InRoads, Geopak, GeoSlope, ANSYS, STADD, ETABS, HEC-
  • RAS, HEC-HMS), Flow 3D, ETABS, advanced technology, math principles, predictive models, spreadsheets, and tools.
  • Must be flexible to a variety of schedules to meet business needs and able to prioritize responsibilities and quickly adapt to change in a pressure work environment.
  • Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies.
  • Occasional domestic and international travel, when necessary, depending on project-specific requirements.

Preferred Qualifications:

  • Master’s Degree in Engineering, Architecture, or related field.
  • PMP Certification.
  • Previous acceptance by the Federal Energy Regulatory Commission for work on high-hazard embankment dams and other hydropower facilities. 
  • 40-Hour OSHA Health & Safety Training (HAZWOPER) (29 CFR 1910.120) preferred.
  • Basic First Aid and Adult CPR training desired.
  • Candidate must undergo pre-employment drug screening and a criminal background investigation.

Compensation

Expected Salary (all locations): $92,500 - $213,000

WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant’s education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location. WSP USA reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant’s sex or other status protected by local, state, and/or federal law.
