This Opportunity

WSP USA is seeking candidates to fill a full time Cost Engineer position on the VTA’s BART Silicon Valley Phase II Extension (BSVII) Project. The successful  candidate will be in the San Jose BSVII Project Office.

This role is expected to report in the BSVII Project Office Five Days a Week.

The Cost Engineer function will be part of project controls staff performing various functions such as Cost Management, Change Management, and Reporting. 

Your Impact

  • Monitor, track, analyze, forecast and report on project/contract estimates, budgets, estimates to complete, commitments, expenditures, changes and project/contract progress. 
  • Conduct analyses at the contract/project level and across all contracts/projects to identify trends, opportunities, changes, and risks.  
  • Operates the program cost management system (ARES Prism) in conjunction with other cost engineers under the direction/guidance of the program Budget/Cost lead.  
  • Assisting the project controls team in implementing processes to optimize efficiencies and embed quality. 
  • Work with subject matter experts (SME’s) in estimating, risk management and scheduling to ensure consistencies across other project controls disciplines for project and program level reporting.  
  • Works with different stakeholders to develop clear understanding of scope and review invoices / payment applications.  
  • Record transactional-level changes at appropriate levels across contracts and projects. 
  • Perform a variety of reporting functions. 
  • Review, analyze and update data for refreshing power bi reports and other tools on regular basis. 
  • Utilizing productivity tools such as Microsoft Office (Word, Power Point, Excel, Visio, etc.) to document information, findings, observations, recommendations.  
  • Undertake any other duties, both planned and ad hoc, as required. 

Who You Are

Required Qualifications

  • Knowledge of the Public Sector Transportation industry specifically the areas of Project Controls; Resource and Cost Management; Financial Reporting; Contract Management. 
  • At least five-to-seven (5-7) years of project experience in performing similar project controls functions such as estimating, project cost accounting, cost analysis, and reporting on projects.  
  • Engineer In Training (EIT) or similar.
  • Bachelor’s degree in areas related to Construction Engineering/Management, Business, or Accounting degree 
  • Working experience and proficiency in Microsoft office, particularly MS Excel. 
  • Experience with Power BI or similar database-drive reporting tools 
  • Experience with typical industry cost management applications. 
  • Reasonable understanding of stage gate project execution techniques. 
  • Flexibility and adaptability to handle variety of assigned tasks and workload. 
  • Strong communication skills – oral and written.

Preferred Qualifications 

  • Master’s degree in Construction Engineering/Management, Business or Accounting degree preferred. 
  • Five or more years’ experience in projects in public sector heavy civil / infrastructure; transportation projects preferred. 
  • Certifications and membership in Professional Associations relevant to the subject area is preferred. 
  • Working experience and active use of industry typical cost management applications such as ARES Prism, Deltek Cobra, or Ecosys.

Compensation:

Expected Salary: $69,600 - $157,000

WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant’s education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location.
