This Opportunity

WSP is currently seeking for a TDM Manager, Communications & Marketing based in our Los Angeles, Orange, or San Bernardino office. This position is a member of our Advisory Services/Communications & Public Involvement (CPI) Team and plays a role within our growing organization of professionals. This person will lead and support transportation demand management (TDM), communications and outreach tasks, delivery, and client relations for the IE Commuter program in Southern California--for Riverside County Transportation Commission and San Bernardino County Transportation Authority. WSP seeks an experienced TDM professional with communications, outreach and data management experience. This position additionally works with teams for public and private clients in transportation, energy, water, and resiliency. Communications experience for all operations of a project from strategy, planning, resource management, implementation and delivery is required.

Who We Are Looking For:

The best WSP candidate will be an experienced TDM professional and strategist, be a self-starter with the motivation and practice of simultaneously working on multiple and dynamic tasks and deliverables. This requires self-accountability, including smart time management, excellent organization skills, maximizing resources, and being results driven and proactive with challenging environments. Team collaboration are essential in bringing our clients the most innovative and effective communications ideas, solutions and resources to a Southern California project. 

Your Impact

  • Providing strategic TDM guidance to clients and program management
  • Support the outreach team's acquisition of new, and the renewal of expiring Employer Participation Agreements (EPAs) and incentive participation.
  • Support fellow members of the IE Commuter Program employer services team in meeting program and client deadlines as well as meet and fulfill requests from employers within the program service area.
  • Work alongside the Employer Services team to deliver employer outreach, customer communications, gather and monitor program metrics and have an essential role in the program success.
  • Monitor and evaluate program performance metrics to identify areas for improvement and implement recommendations to the employer services team.
  • Support the clients' development and implementation of strategic initiatives to increase green modal choices in the Riverside and San Bernardino markets.
  • Support the development of workplans and programming scopes that enhance and expand the existing functionality of commuter of the IE Commuter database.
  • Be a resident of or live near the Inland Empire area (e.g., Riverside and San Bernardino Counties).
  • Manage and support IE Commuter team members’ WSP-related administrative duties including the approval of timesheets, expense reports, employee coaching and other employee management responsibilities.
  • Ensuring that communications and outreach strategies and workplans support and align with cross-discipline, program-wide work, milestones, and objectives – including those of environmental, funding, and design teams.
  • Planning for and producing deliverables to meet internal and external client requests and deadlines.
  • Managing blended teams of WSP and subconsultant communications and engagement staff.
  • Developing, tracking, and managing team budget and scope; submitting monthly progress reports.

  • Ability to exercise prudent, independent judgment and excellent customer and client relations skills.
  • Ability to perform under minimal supervision, including strong decision-making, problem-solving, multi-tasking and workload balancing skills.
  • Ability to maintain accurate and meticulous records.
  • Proficiency in Microsoft Office (Word, Outlook, PowerPoint, Excel) and Adobe Acrobat
  • Work collaboratively in a dynamic team environment, as well as independently, utilizing best practices for team dynamics, public information, and the quick and accurate dissemination of information to the project teams and clients.
  • Supports a project team in all communications and outreach efforts. This may include, but not be limited to, attending public events, creating and organizing public meeting/event documentation and materials.

Who You Are

Required Qualifications

  • 7+ years of experience in transportation demand management (TDM) pre- and post-pandemic.
  • A minimum of five years of communications and/or outreach, public information or business to business marketing/customer services in Southern California utilizing data to target audiences and messages for actions and behavior change.
  • Familiarity with ride matching systems, and experience with writing workplans and scope development for databases as well as technical editing.
  • Ability to meet deadlines and be flexible and nimble in a fast-paced environment.
  • Outstanding writing and public speaking skills.
  • Experience with public agency owners, consultants, and cross-discipline technical teams on one or more publicly funded programs.
  • A record of delivering work products on time and within scope and budget and prior experience with quality assurance/quality control.
  • Outstanding interpersonal communication skills and the ability to deal effectively with all levels within an organization and on a project level.
  • Excellent organizational and time management skills and experience coordinating with team members and subcontractors.
  • Fluency in Spanish or Mandarin is a plus.

Compensation:

Expected Salary : $118,000 - $145,000

WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant’s education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location. WSP USA reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant’s sex or other status protected by local, state, and/or federal law.
